There is a new resource called a re-entry packet aims to help people who are leaving jail in Marion County.

Development of a Community Justice Campus is officially underway on the southeast side of Indianapolis after a groundbreaking ceremony this Thursday morning.

Jail officials say a factor is a state law that sends low-level offenders from state prisons to county jails.

The proposed facility, referred to as a community justice campus, would host a mental health center that complements the mayor's plan for criminal justice reform.

The problem-solving court got started in Marion County in 2015 and works through multi-channels to ease recidivism for people with mental health disorders.

Following another suicide at the Marion County jail, the sheriff is asking for an external review of how the jail can prevent inmates from killing themselves.

The probe has focused on the apparent suicides of inmates Michael Morris in August and Marvin Sharp in September.

Odds are looking slim that a new jail and courts complex will soon be built for Marion County. There is limited support for the justice center proposal sitting before the city-county council. Despite the headaches of the old system, Sheriff John Layton says the old one will do for a few more years.
