Police said the officer was shot in the forearm Wednesday afternoon while serving a search warrant.

Both officers were suspended in November by IMPD Chief Bryan Roach, who has recommended they be fired.

A hiring freeze resulted in IMPD losing hundreds of officers in 2013, which the city cites as a significant cause for the increase in homicides.

The program is an offshoot of the CARE Mobile Pantry program, which provides groceries once a week throughout the summer in locations where families face food insecurity.

Chief Bryan Roach says the officers' actions were "so far removed from accepted professional practice" that they damaged public trust of the department.

A special prosecutor says there was not enough evidence to refute the officers' claim of self defense.

In the special prosecutor's conclusion he says the officers claimed "subjective fear or the objective reasonableness of fear," and that there was insufficient evidence to refute that claim.

Funding the program will require City-County Council approval. The mayor says it would not impact the 2018 city budget.
