A federal judge has ruled in favor of Indianapolis police in a lawsuit that accused officers of excessive force in a black teenagers fatal shooting following a suspected armed carjacking.

Chief Bryan Roach of the Indianapolis Metropolitan Police Department will retire at the end of the year after nearly three years as the citys top officer.

IMPD launched B.Link- a cloud based program that directly connects security cameras with law enforcement.

Benjamin, a Democrat, was publicly offered the position by Republican mayoral candidate Jim Merritt last week.

Republican mayoral candidate State Sen. Jim Merritt announced Thursday he will ask former IMPD deputy chief, and Democrat, Bill Benjamin to serve as police chief under his administration.

The announcement comes one day after Acting Marion County Prosecutor Ryan Mears said his office would not press criminal charges against those found with less than one ounce of marijuana.

Three of the six people shot are minors and that two of the six were hospitalized in critical condition. The others suffered less serious wounds.

Marion County Prosecutor Terry Curry says video evidence was crucial in the investigation leading to the five charges against the officer.

The 27-second video appears to show one officer strike the boy on the left side of his face. The video shows the boy falling to the ground.

The Indianapolis Metropolitan Police Department says the juvenile was arrested Monday afternoon. He is suspected in the killings of 16-year-old Nicholas Nelson and his 15-year-old sister, Ashlynn Nelson
