Law enforcement agencies across the country subpoena cellphone location data regularly. But civil liberties groups hope a series of state-level legal victories will usher in stronger protections for that often-revealing digital information.

While there are reports that the president didn't know until recently that the NSA had been listening to other leaders' cellphone calls, some intelligence officials tell the Los Angeles Times that Obama's top aides knew what was going on.

Documents leaked by former National Security Agency contractor Edward Snowden continue to expose secrets. There's also a new report that the NSA may have been monitoring the German chancellor's phone calls since 2002.

The administration official put in charge of fixing the HealthCare.gov site says it will be running "smoothly" by the end of November.

At a summit in Brussels on Friday, the EU issues a statement saying the snooping could damage relations with the U.S.

With the federally run health insurance exchange at HealthCare.gov mired in technology problems, there's a lot of talk about how long people who need insurance can wait to buy it. Tardy purchasers face a potential tax penalty.

Weeks after the online health insurance marketplaces opened, people are struggling to buy coverage. Mississippi and Alaska are depending on the federal government for their sites, and they haven't managed to sign up many people. California and Oregon built their own exchanges, but even those sites are having problems.

One of the big questions now is what will happen if the federal health insurance website can't be fixed soon. Will the government penalize people for not having insurance if they couldn't realistically buy it?

New unemployment data was supposed to be released this week, but was delayed because of the federal government shutdown. The most recent figures, had Indiana at 8.1 percent in August. Gov. Mike Pence admits that's not where the state wants to be.

The idea was that Medicare would expand to include people not covered under the Affordable Care Act. But many states have chosen not to expand coverage, despite financial incentives from the federal government. That may leave millions of people without any health coverage at all.
