200 affordable housing units aimed at older residents planned for far east side

A new housing project for older residents on the far east side is being planned. The development will use a mix of funding solutions to create more than 200 new units of housing.

The Sunspring Apartment complex near German Church road and 38th street will use federal Low Income Housing Tax Credits and local incentives to build and run the complex.

Under a new proposal before the Indianapolis City-County Council, Kittle Property Group enters into a 30-year PILOT, or Payment in Lieu of Taxes, agreement with the city. 

The proposal, spearheaded by councilwoman La Keisha Jackson, aims to help low-to-moderate income senior residents.

Jackson said there’s a growing need for that very thing.

“The senior population will be one of the largest populations, growing populations that will be unhoused and will also be supporting other demographics, like family members, grandchildren and children,” she said.

Families and individuals over 55 years old will be able to apply for one of the 208 affordable units.

The PILOT program allows property taxes to be paid straight to the city and deepen rent affordability.

Kittle Development Director Caroline Kimmel said a longer PILOT agreement ensures longer affordability for residents.

“Make sure that we can keep those rents affordable for that full period without having a dramatic property tax increase at some period during the affordability,” she said.

The apartment complex also plans to offer social services to residents including transportation, an onsite food pantry and financial assistance.

The far east side has struggled with a number of negligent property owners. That has added to the loss of safe affordable housing in the neighborhood, and can impact older residents.
