No northern city in the U.S. had adopted a system like UniGov before Indianapolis. No American city has done so since. This documentary tells the story of the fight that shaped the future of Indiana's largest city. Told by those who took part in the struggles over UniGov and those who were affected by the plan to combine Indianapolis city-government and Marion County government functions, the half-hour documentary tells a tale of secret planning sessions, pitched political battles across the city and state, families split apart while the fights raged and a community that was forever changed.
