Three groups are competing to build the proposed new Marion County Consolidated Justice Complex.
The city received five Requests for Proposals and Qualifications for the project, but settled on three finalists. They are Indy Justice Partners, Plenary Edgemoor Justice Partners, and WMB Heartland Justice Partners.
Final proposals will be due this summer.
The city announced the project in December.
It will be a public-private partnership and Indianapolis Mayor Greg Ballard believes it can be done without raising taxes. The "ballpark" estimates are that it will cost between $300 million and $400 million, although it’s not set in stone.
A location has not been determined, but the facility likely will include an extra 100 jail beds and 25 to 30 courtrooms.
The goal is to start construction in 2015 and open the complex in 2018.
