City-County council addresses affordable housing, new leadership and eclipse plans

The Indianapolis City County Council held its full monthly meeting Monday night. The meeting started with a motion to move the council’s next full meeting.

That meeting was scheduled for April 8, the day of the total solar eclipse. Councilors moved the meeting to one week earlier because of expected crowds in Indianapolis.

A new proposal introduced to the council sets up funding for an affordable housing project on the far east side. The project will use PILOT, or payment in lieu of taxes, that gives developers tax breaks in exchange for deeper rent affordability. It aims to bring 200 new units for low and moderate-income families.

The agenda also included proposals to approve newly appointed leaders, including Christopher Bailey as chief of the Indianapolis Metropolitan Police Department, and a new director of the Department of Metropolitan Development.
