Indianapolis' police chief calls the shooting of an unarmed motorist a "tragedy" and says he assumes the officers involved believed their lives were in danger.

Chief Bryan Roach said at a news conference that the shooting "is something that every city, every chief of police, every community, every mayor ... hopes never happens."

Police say the man sped away after being pulled over about 1:45 a.m. Thursday. They say officers chased the vehicle and, after it crashed into a fence, shot the man.

Coroners identified the man as 45-year-old Aaron Bailey.

Roach says a criminal investigation and an internal affairs investigation are underway. The two officers involved in the shooting have been placed on routine administrative leave. They haven't been identified.
